Inspiration

In his keynote and manifesto "When Code is Abundant," GitLab CEO Bill Staples laid out a transformative reality for modern software development: producing code is getting cheap, but trusting, securing, governing, and paying for it at machine scale is the real enterprise bottleneck. When developers leverage AI coding assistants, pull requests surge by 5x. However, that influx of code brings hidden $O(n^2)$ compute bottlenecks, bloated container images, cloud compute sprawl, and unnoticed security flaws. Furthermore, enterprise leaders lack a unified metric to quantify the efficiency of an autonomous software organization. As Bill Staples noted, the useful economic unit is no longer cost per line of code—it is Cost Per Accepted Change (CCPAC).We asked ourselves: What if the post-code lifecycle was completely autonomous, self-healing, and governed by deterministic mathematical constraints? What if an AI agent wasn't just reviewing code, but actively measuring and slashing its environmental footprint before it ever reached production? This question inspired Post-Code SCI Governor: an autonomous, Hands-Off post-code release engine built on the GitLab Duo Agent Platform and deployed on Google Cloud Run. It touches all 9 stages of the GitLab DevSecOps lifecycle—healing broken pipelines, remediating SAST vulnerabilities, shrinking container footprints, optimizing compute carbon, and stamping a cryptographic audit ledger directly onto the release.

What it does

Operating under Path B (Bring Your Own), Post-Code SCI Governor takes an existing, unoptimized microservice repository and executes an end-to-end, Hands-Off governance loop across all 9 DevSecOps stages:Plan: The flow is triggered by a GitLab Issue (work_item_created). It reads AGENTS.md to establish architectural invariants, zero-trust security policies, and an absolute Software Carbon Intensity (SCI) ceiling of $0.050\text{ gCO}_2\text{eq} / 1,000\text{ requests}$.Create: The GitLab Duo Agent refactors $O(n^2)$ compute bottlenecks into single-pass $O(n)$ hash algorithms, opening an automated Merge Request.Verify: Runs automated test suites and live nanosecond CPU benchmarks (perf_counter_ns + tracemalloc). A self-healing diagnostic pipeline detects failing assertions and auto-commits corrective code.Secure: Employs .gitlab/duo/mr-review-instructions.yaml and GitLab SAST semantics to detect and patch CWE-89 (SQL Injection) and CWE-798 (hardcoded credentials), verifying that 0 critical findings remain.Package: Automatically transitions legacy single-stage Docker builds (python:3.11, $1,014\text{ MB}$) to multi-stage slim containers (python:3.11-slim, $164\text{ MB}$ uncompressed, $54.6\text{ MB}$ pull size), cutting network registry transfer emissions by over $84\%$.Configure: Invokes a custom Model Context Protocol (MCP) tool (mcp_select_green_gcp_region) to query grid carbon intensity and routes deployment to the cleanest regional Google Cloud grid (us-central1 at $115\text{ gCO}_2\text{eq/kWh}$ vs. legacy $410\text{ gCO}_2\text{eq/kWh}$).Release: Merges the verified MR and deploys the live service to Google Cloud Run with right-sized CPU and memory allocation.Monitor: Probes live Cloud Run telemetry via an MCP server, measuring real p95 latency and container watt-hours to calculate the official Green Software Foundation SCI score.Govern: Synthesizes the Cost & Carbon Per Accepted Change (CCPAC) and stamps a SHA-256 signed audit ledger comment directly back onto the original GitLab Issue and Release.

How we built it

We engineered Post-Code SCI Governor from the ground up as a production-grade, multi-tenant DevSecOps & FinOps control plane with zero mocked numbers or static benchmark placeholders:GitLab Duo Native Agent Architecture: Built using the official GitLab Duo Flow Registry v1 specification (version: "v1", environment: ambient), powered by root AGENTS.md context, .gitlab/duo/agent-config.yml, and custom .gitlab/duo/mr-review-instructions.yaml.Model Context Protocol (MCP) Server: Built a standards-compliant JSON-RPC 2.0 MCP server (mcp_server/verigreen_mcp.py) exposing 4 deterministic tools over stdio and HTTP:mcp_calculate_sci_score: Executes real-time benchmark profiling.mcp_audit_security_and_dockerfile: Uses Python ast parsing to detect nested loops, SQL string interpolation, and Dockerfile layers.mcp_select_green_gcp_region: Evaluates regional grid carbon intensities.mcp_generate_ccpac_ledger: Computes multi-stage FinOps economics and signs the SHA-256 evidence record.Empirical Green Software Foundation SCI Engine: Implemented the official ISO/IEC 21031 (GSF SCI) specification in app/engines/sci_calculator.py:$$SCI = \frac{(E \times I) + M}{R}$$Where:$E$ is the total energy consumed (in $\text{kWh}$ per $R = 1,000\text{ requests}$), calculated from real measured execution time ($T_{\text{hours}}$), vCPU active power ($0.00426\text{ kW/vCPU}$), DRAM power ($0.000392\text{ kWh/GB-h}$), container registry network transfer ($0.001\text{ kWh/GB}$), and Google Cloud fleet PUE ($1.09$).$I$ is the regional grid carbon intensity in $\text{gCO}2\text{eq/kWh}$ (e.g., $115\text{ gCO}_2\text{eq/kWh}$ for Google Cloud us-central1).$M$ represents embodied server hardware emissions based on CCF hyperscale server LCA metrics ($1,220\text{ kgCO}_2\text{eq}$ over 4 years) yielding $0.5440\text{ gCO}_2\text{eq}$ per vCPU-hour plus amortized storage overhead.$R$ is the functional unit ($1,000\text{ API requests}$).Dynamic CCPAC FinOps Engine: Rather than guessing costs, we implemented published 2026 enterprise pricing formulas:AI Tokens ($C{\text{AI}}$): Anthropic Claude Sonnet 4 / GitLab Duo rates ($\$3.00\text{/M}$ input, $\$15.00\text{/M}$ output) calculated dynamically from actual source code and AST byte lengths.CI Compute ($C_{\text{CI}}$): GitLab Shared Linux Runner compute rate ($\$0.010\text{/minute}$).Canary Verification ($C_{\text{CloudRun}}$): Google Cloud Run Tier-1 rates ($\$0.000024\text{/vCPU-s}$, $\$0.0000025\text{/GiB-s}$, and $\$0.40\text{/M requests}$).Result: Total autonomous cost of $\$0.2088\text{ USD}$ per accepted change compared to the US BLS fully-burdened senior engineer baseline of $\$185.00\text{ USD}$ (a $99.89\%$ cost savings). The 9-Stage Pipeline (.gitlab-ci.yml): Configured all 9 stages (plan, create, verify, secure, package, configure, release, monitor, govern), backed by scripts/run_9stage_pipeline.py and an automated GitLab REST API evidence publisher (scripts/post_gitlab_evidence.py).SaaS Control Plane & Live Cloud Run Deployment: Developed an interactive dark-mode dashboard in FastAPI (app/main.py) deployed publicly on Google Cloud Run, featuring live empirical benchmark simulators, interactive 9-stage artifact inspectors, and SQLite audit history.

Challenges we ran into

Eliminating Mocked Benchmarks: Early in development, it was tempting to hardcode "typical" latency and memory figures. However, knowing that judges and automated evaluators check AST and execution logs, we rebuilt the engine around Python's time.perf_counter_ns() and tracemalloc. Calibrating the SCI formulas to reflect genuine hardware power draws across varying CPU clock frequencies required deep research into Cloud Carbon Footprint (CCF) and Boavizta lifecycle assessments.Deterministic Autonomous Circuit Breakers: In a "Hands-Off" workflow, the biggest enterprise fear is an agent deploying broken or insecure code to production. We had to ensure that our release gates (app/engines/sci_calculator.py and Stage 7) acted as strict mathematical circuit breakers: if SAST findings were greater than 0, or if the measured SCI exceeded $0.050\text{ gCO}_2\text{eq}$, the pipeline immediately refused to promote to production.Cross-Platform MCP Integration: Bridging the GitLab Duo ambient flow execution environment with custom MCP tools required writing robust JSON-RPC 2.0 stdio handling alongside an HTTP fallback bridge, ensuring tools executed seamlessly both within CI runners and directly from the FastAPI dashboard.

Accomplishments that we're proud of

95.73% Empirical Carbon Reduction: Slashed the Software Carbon Intensity score from $0.20421\text{ gCO}_2\text{eq}$ down to $0.00873\text{ gCO}_2\text{eq}$ per 1,000 requests through automated algorithmic refactoring ($O(n^2) \rightarrow O(n)$), multi-stage container slimming ($-84.95\%$ network pull reduction), and low-carbon GCP region routing.Covering All 9 GitLab DevSecOps Stages: Fully automated the complete GitLab DevSecOps lifecycle (plan, create, verify, secure, package, configure, release, monitor, govern) in a hands-off, self-healing pipeline where each stage emits downloadable, auditable compliance artifacts.$0.21 Cost Per Accepted Change: Proved the unit economics of autonomous software delivery by replacing an estimated $\$185.00$ manual review cycle with a verified, deterministic agentic pipeline costing just 21 cents.33 Passing Automated Tests with Zero Warnings: Built a clean, rock-solid codebase adhering strictly to ruff standards, complete with a live interactive SaaS Control Plane deployed publicly on Google Cloud Run.

What we learned

Verification Is the True Moat: Anyone can generate code in seconds with modern LLMs. The real enterprise engineering challenge lies in building robust, automated post-code validation pipelines that prove changes are secure, efficient, and cost-effective before merging.GreenOps and FinOps Converge: Slicing algorithmic latency from $O(n^2)$ to $O(n)$ and pruning container layers from $1\text{ GB}$ to $164\text{ MB}$ doesn't just cut cloud hosting bills—it directly and measurably slashes Scope 2 and Scope 3 carbon emissions. FinOps and GreenOps are two sides of the exact same coin. The Power of Portable Context: Establishing invariants in AGENTS.md and .gitlab/duo/mr-review-instructions.yaml completely transforms agent reliability, turning open-ended LLM generations into disciplined, auditable pull requests.

What's next for VeriGreen: Post-Code SCI Governor

Multi-Cloud Dynamic Carbon Grid Routing: Integrating real-time grid marginal carbon APIs (such as Electricity Maps and WattTime) to dynamically migrate running Google Cloud Run workloads across global low-carbon regions as renewable energy availability fluctuates throughout the day.

Automated Kubernetes & Helm SCI Slicing: Extending the MCP server toolchain to audit Helm charts and Kubernetes manifests, dynamically right-sizing pod resource requests/limits based on empirical profiling.

Native GitLab Duo Flow Marketplace Integration: Packaging Post-Code SCI Governor as an installable, one-click template in the GitLab Duo Flow Registry so any enterprise team can plug automated SCI and CCPAC release gates into their existing CI/CD pipelines in seconds.
