Sovereign Multi-Sector Operating System & Confidential Blueprint:

PNOCH SYSTEM - A360 was engineered as an all-encompassing, nation-scale Sovereign Digital Operating System. Beyond human capital optimization, PNOCH is architected to provide end-to-end cryptographic traceability for strategic agricultural exports (Cacao and Coffee) from inland production sites to deep-water ports. It extends sovereign agentic capabilities to Defence & Security Forces, National Healthcare Infrastructure, and Secure Mobile Money/Financial Flows.

The complete cross-sectorial technical masterplan operates within a strictly encrypted, confidential communication channel maintained exclusively between the Chief Solution Architect and the Presidency of the Republic of Côte d'Ivoire.

Institutional Impact & Executive Alignment:

PNOCH SYSTEM - A360 was engineered as a nation-scale sovereign architecture. The project's Strategic White Paper has been delivered to the Presidency of the Republic of Côte d'Ivoire. It serves as a confidential blueprint for interconnecting all 34 national ministries and establishing Digital Embassies across ECOWAS, WAEMU (UMOA), and Europe.

In an African context where youth unemployment affects nearly 60% to 70% of the active population and where degree fraud undermines employer trust, the verification of academic and professional credentials has become a critical strategic issue.

PNOCH - CertiTrust was created to restore this trust through digital sovereignty and agentic artificial intelligence. Inspired by the National Human Capital Optimization Plan (PNOCH), the project aims to provide every citizen with a tamper-proof skills passport that is universally auditable and directly connected to strategic employment opportunities.

PNOCH SYSTEM - A360 is an exportable Sovereign Digital Operating System designed to interconnect all 34 Ministries of Côte d'Ivoire. Furthermore, it establishes Digital Embassies across ECOWAS, WAEMU (UMOA), and Europe, enabling real-time, tamper-proof administrative procedures and human capital mobility for citizens and institutions globally.

PNOCH - CertiTrust is a sovereign platform for digitization, certification, and career guidance powered by autonomous AI agents structured around 4 major modules:

E-CERTIF-ID: A unified portal for digitizing and certifying degrees. Each credential is encoded as a tamper-proof digital asset, instantly verifiable via a secure QR Code in under 0.8 seconds. VECT-OR: An agent-driven predictive engine that evaluates psycho-cognitive skills, analyzes market data, and guides candidates toward strategic sectors (Governance, Cybersecurity, Agribusiness). Prior Learning Assessment (V.A.E. / RPL): An AI-powered gateway that assesses and certifies the practical expertise of informal technicians and artisans to facilitate their formal career integration. ELITE-HUB: A secure marketplace directly connecting certified talent with recruiters and partner institutions nationally and internationally.

How we built it

Google Agent Development Kit (ADK) Enterprise Infrastructure & Google for Startups Backing:

PNOCH-SYSTEMS is officially backed by the Google for Startups Cloud Program, validating our technical architecture and sovereign cloud deployment. Engineered by PNOCH-SYSTEMS (K2S-FI SARL) and supported by ONE VISION NGO, the project combines commercial enterprise standards with high-impact social governance.

The solution relies on a hybrid, highly secure cloud architecture deployed on Google Cloud Platform (GCP) under Project ID ancient-binder-483522-c3:

Agentic AI & Reasoning Core: We integrated Google Gemini 3.7 Pro as our central intelligence engine alongside the Google Agent Development Kit (ADK) on Vertex AI to orchestrate multimodal processing, analytical OCR, document compliance checks, and multi-agent decision models.

Serverless Orchestration: Sovereign agent microservices (including VECT-OR and E-CERTIF-ID) are fully containerized and hosted on Google Cloud Run, delivering resilient, zero-downtime execution pipelines.

Agent Memory & Immutability Guarantee (TRUST-LOG): Real-time session state lives in Google Cloud Firestore, while immutable certificate registries and relational data are stored in Google Cloud SQL, secured by A360 Cryptographic Armor (AES-256 encryption).

Sovereign Storage & Analytics: Google BigQuery powers decision analytics and statistical human capital modeling inside encrypted data silos.

Spatial Intelligence (GEO-FLOW): Integration of Google Maps Platform for dynamic skill mapping and territorial workforce flow management across regions.
