The best hope of controlling robocalls is to treat them like e-mail spam. Your telephone carrier would have the value-added service that gives you a way to quickly react to the robocall and help work to minimize them. Quick reaction helps with the aggravation! This could also help identify the lawbreakers. Currently, if you receive spam emails, most internet providers allow you to "flag" or "report" them to block them in the future. If you receive a robocall that you don't want, you just press a code (like *RC) and the origination number is logged or forwarded to the phone carrier for future blockage. If there are implementation costs associated with this, perhaps they could be funded with fines or written off by the carriers by law or regulation.
