What is proposed is that a national directory of phone numbers be cataloged, monitored and updated. Each phone listing should receive a profile in which the number is classified based on actual digital values, (703) versus (1800), call volume in a given threshold, and location of sender in relation to the location of the recipient. Using such analytical information would allow a program originated at the location where the calls are routed to sift through, identify, and flag robot initiated calls. This solution may also be employed by email providers in sifting, flagging and removing spamming robot email accounts. If the activity is illegal, the application can also report the findings to the proper authorities so that the correct actions may be taken. The solution, as envisioned, is a social networking application utilized by telephone and cellular service providers. The use of such an application by the service providers would address questions of efficacy, scalability and deployment; all the while limiting the involvement of the consumer. Such a solution is a proactive learning machine, rather than a reactive agent.
