The objective of this proposal is to increase the cost of unwanted phone calls and to force the use of a do not call list. Paying customers for answering unwanted phone calls allows customers to be compensated for the interruption. Companies must abide by the new tariffs or risk punitive damages that far exceed the savings of using robocall services.
