Pattern matching with blocking of calls

A company that performs legal robo calling can submit a recording to a central software system. The call is approved and entered into the distributed system that monitors calls. Once a certain threshold is reached the company that did not submit a recording is blocked and fined. If they employ spoofing to get around system new phones could also be added to the system and your cell phone or home phone would also block based on the database. This system would not require the consumer to be involved and the software would work similar to how our cell phones identify music, etc...
