"Is your palika actually delivering for you?" — A score, a story, and an API for every one of Nepal's 753 local governments, built from public data they're already legally required to publish.
TL;DR for the judges
After Nepal's 2015 federal restructuring, 753 palikas (rural municipalities, municipalities, sub-metros, metros) became the front line of public service delivery — schools, roads, water, health posts, disaster response. They receive billions of rupees in fiscal transfers from Kathmandu every year. Most citizens have no idea how their palika is performing relative to its peers, or whether their share of the national budget is actually being spent.
PalikaPulse fixes that. We ingest seven public datasets (FCGO budget execution, SuTRA sub-national treasury, MoFAGA local-govt reports, Election Commission results, Census 2021, MPI 2021, OpenStreetMap), build a Local Governance Performance Score (LGPS) for every palika across four pillars (budget absorption, equity, revenue mobilization, delivery), and deploy a searchable map + REST API + per-palika narrative report — all on Zerve.
The framework is country-agnostic. Nepal is the prototype; the same blocks rebind to India's gram panchayats, Bangladesh's union parishads, Indonesia's desa, Philippines' barangays, or US counties.
