プロジェクトの概要

ナビゲーション・タグ（通称ナビ・タグ）は誰もが利用可能なルート案内等の情報提供を行う、主に点字ブロックに付加されている二次元コードの総称です。日本で開発された点字ブロックは、50年以上にわたり世界150か国以上で利用されている画期的な歩行支援ツールです。しかし、危険を回避できるものの、得られる情報量が少ないことがネックとなっていました。その課題を解決するために新しいデザインと最先端の技術を使い開発されたものがナビ・タグです。

これは日本、スペンインで開発され、視覚障害者がタグを読み取ることで音声による情報を受け取り、点字ブロックや白杖と併用することで安全性・利便性がより高くなりました。加えてナビ・タグは視覚障害者だけでなく、国内に住む情報障害者になりがちな高齢者や子ども、観光客にも適切な情報を提供することも可能です。

さらに、日本語がわかならない外国人に向けて、母国語で情報提供も可能です。そして、将来的には災害時の避難誘導・支援などの活用も視野に入れています。利用にあたっては、専用の機器は不要で、スマートフォンに無料アプリをダウンロードするだけで手軽に使用できるという利点もあります。実際に神戸、東京、金沢を中心にナビ・タグが敷設されて利用もされている地域もあります。視覚障害者支援だけでなく、今後は情報と人、物など社会全体をつなぐインフラになる可能性もあります。

新しいシステムであるナビ・タグは、現在は独自のデザイン・システム・アプリを有しているが、チームOTAGAISAMAのメンバーには、主要な提供元が入っており、普及の為に欠かせない統合アプリの協働開発を検討し、APIの提供を受ける準備を進めています。アプリの開発技術者の確保はもちろんのこと、チームには企業、大学、障害者支援団体などの様々なメンバーが関っており、この活動は他に類を見ないものとなっています。

今後のスケジュールとしては、システムが干渉しあうことなく、利用する人が使いやすく、普及させていくために、2022年度に各開発元と協議の上でガイドライン作成、仕様を確定し、統合アプリの開発に着手する予定です。ナビ・タグの実証実験にあたっては、近畿大学の秋の倫理審査に申請準備中であり、倫理的配慮の元にアプリ開発及び実証実験を行う予定です。そして2025年の大阪万博には統合アプリを提供し、2025年以降に日本・世界への普及を目指していく予定です。そして、我々の活動が進み、ナビ・タグの技術（ハード）と人の見守りや声がけという支援（ハート）が融合したときに誰も取り残さないな社会の実現につながると考えています。

Project summary

Navigation tag(Navi-tag) is a generic term of 2D code that will go with Braille block for everyone to get extra information such as route navigation. Braille block is a walk support tool, invented in Japan, and it’s been used for over 50 years in 150 countries. However, It can only contain two kinds of information, “move forward” and “be careful.” To improve the lack of information on Braille block, the Navi-tag was invented with a new design using new technologies.

Navi-tag was developed in Japan and Spain. It is scanned by visually impaired with their own smartphones, and they can get audio guidance about their environment, for example. By using a Navi-tag with Braille block and white cane, it will improve safety and useability. Additionally, this Navi-tag will help not only the visually impaired but also elderlies, children, tourists who tend to have difficulty collecting information. The information can be provided not only in Japanese but also in any other language. We are considering using this system for evacuation guidance and support in times of disaster in the future. To use the Navigation tag, users do not need any special device. They can only download a free app. There is already a navigation tag installed in Kobe, Tokyo, and Kanazawa area. This project, which is integrating Navi-tag App, is not only for visually impaired people. It might become a platform for everyone in our society by connecting information, people and things.

This Navi-tag is new to the world, and each provider of Navi-tag currently has its own design, system, and application without any standard. “Team OTAGAISAMA” include major providers of Navi-tag as its members and is considering the collaborative development of an integrated application so that the visually impaired people can use the app easily. This means the visually impaired people don’t have to switch the apps every time according to the type of tags they scan. The “Team OTAGAISAMA” members also are considering API for collaboration. We believe these collaborations are necessary to distribute Navi-tag all over Japan and all over the world.

We have a unique diversity of members in our group. We have app developers, companies, universities and support groups for special needs. This means we have enough experiences and knowledge to create guidelines and decide specifications for Navi-tag App. We will start making the guidelines, finalize the specifications of the integrated app for Navi-tag and develop it in FY2022. We are getting ready to apply to get ethical approval from Kindai University this fall for the Navi-tag demonstration experiment. We will develop the app and conduct the demonstration experiment under ethical considerations. We will provide the integrated application at the Osaka Expo in 2025, and aim to disseminate it throughout Japan and the world after 2025. We believe, through this project, we can spread the kindness of people through technology so that society will not leave anyone behind.
