By using systems already in place, it is possible to get a unique identifier for incoming calls. Setting up a "pattern threshold" system will allow the system to identify robo-callers by their calling patterns, as well as allow those targeted by them to report the robo-callers through a callback system similar to *69.

Not only will the system allow for detection of robo-callers before they become too much of a nuisance, but will permit the authorities to play a proactive, instead of reactive role.
