Nominal Caller Fee & credit to consumer receiving calls

A few cent adjustable caller fee would be nominal to 99% of consumers & yet reduce the feasibility of doing massive calling. ATT measured service already implements caller fees and 900 calls do receiver credit. Politicians could make the fee part of their Franking privilege and no consumer training would be necessary.
