In order to protect people's privacy and comply with the GDPR, companies need to anonymize images and make persons unidentifiable. You can blur or pixelate the face, but why stop there? It's much more fun to swap a real face to a face that has been generated by a model and that has never existed before. It's also harder to recover the true face when compared to blurring or pixelation.
