Motivation of the people We motivate the people to contribute. The device should (e.g.) say "Thank you for your valuable contribution. Buy only as much as you need next time. Please go home once you are done with your purchases."
The solution is offered open to everybody. The solution is simple and scalable and runs on Android and IOS also. The solution is not based on existing solutions. The solution is touches (perhaps) millions of people. The results of the solution are for those evaluate the size of the pandemic.
