As with all online email accounts, you create a username and password to access your email or information .

In this scenario, the username of course would be your personal phone number. The password you create will be unique to you being it will be a password only you create be it numerical or alphanumeric . You will have the option of creating several passwords specific to individuals. Example: a dedicated password to your spouse only, children, work, bank, doctors office, ( and you would be able to create new ones or just maintain one generic for people you give the password to).

The benefit of creating dedicated passwords to specific entities or individuals or businesses, it would help the person being called, to tract "if" his passcode given to a specific person or business has been sold to telemarketers, being that if this were to happen, the person being called would get, as part of the caller id , the password that had to have been entered in order for the call to come through on his end. Then, the person being called, would know who, or which business, sold his telephone number thus creating a direct link tied to the party responsible for such.

 When a party calls you, an automated system will ask the caller to enter the pass code or password given by the party being called. Of course if it is successful, the call will go through accordingly.

  "if" the party doesnt enter a password or pass code ( which maybe hard if it is from a robocaller), the automated system will give an option for the party to enter a call back number, upon doing so, the automated system will inform the caller to hang up, and await a call back.....The automated system will then attempt to call that number back, if a live person answers, the system will instruct the individual to state their name and business at the tone, then, the automated system will call you, the intended party with the recording of the calling parties name, giving you the option to accept the call..

  Of course, Majority of unwanted calls are from telemarketers and robocalls, more than likely the caller will not get to option 3 being it's probably not a live call. However, "if" it is a telemarketer, they will have to enter a number for the automated system to call THEM back for verification.

This system could easily be rolled out. Once again, the vast majority of people use internet and are familiar with having to create passwords. Create special emails only for friends and other email accounts for other parties.

This system could very easily be functional. The administrator ( you ) could change your passwords for individuals , create new passwords either by phone ( similar to setting up your voice mail) or via internet.
