Inspiration
Toronto's shelter system supports thousands of people every night, yet the data used to manage it often goes underanalyzed. We wanted to go beyond simple occupancy rates to understand where and when the system is truly under pressure and provide possible solutions to how this service may be improved in the future.
What it does
Our project analyzes daily operational data from Toronto's shelter and overnight services systems. We a new metric, stress ratio (occupied capacity / actual capacity) that, unlike the standard occupancy rate, can exceed 1.0 to capture system overload. We used this to identify the most strained sectors, program areas, and geographic zones across the city.
