In Angola, municipalities are on the front line of public service delivery. They are responsible for essential areas such as sanitation, education, healthcare, environmental management, infrastructure, citizen services and territorial planning. However, municipal information is often fragmented, reports are produced manually, and citizens do not always have a clear way to monitor, understand or participate in the evaluation of public services. This challenge inspired MMT CivicAgents – Municipal Civic Intelligence, a technology-driven evolution of the MMT – Meu Município no Topo project. The platform uses Artificial Intelligence agents to support municipal evaluation, organize evidence, identify problems, generate reports and transform citizen participation into concrete improvement plans. The goal is not to replace auditors, public managers or decision-makers. The goal is to provide them with a digital support team that can analyze information faster, provide explainable recommendations and improve collaboration between municipalities, government and citizens.
