Inspiration
The volume of cross-border e-commerce continues to grow at Shenzhen Airport. However, confirming the compliance of goods with battery and sharing compliance data from the origin to the destination still face many challenges, causing difficulties in customs declaration and blockages in the supply chain.
What it does
We leverage one record to address the sharing piece-level e-commerce DGR info among cross-border e-commerce sellers, cargo agent, airport cargo terminals, and brokers, ensuring the compliance of air transportation and enabling the destination station to obtain the necessary customs declaration information in real time, thereby detecting undeclared dangerous goods.
How we built it
Meta Check system can be accessed by three parties including e-commerce sellers, freight forwarders, and airport terminal stations. E-commerce goods with lithium batteries, as a type of aviation dangerous goods, cross-border e-commerce sellers can upload UN38.3 testing reports for each product. MetaCheck automatically identifies key testing data and saved in as UN38.3 report bank. Cargo agent can upload a cargo list, and MetaCheck will automatically verify between the lithium battery goods in the cargo list and UN38.3 report bank. Safety personnel of airport terminal station can quickly search for piece level shipment data in the MetaCheck when unpacking and inspecting dangerous e-commerce goods, and can preview the UN38.3 report file. Photo taking on-site can be indentified and make compiliance decision by MetaCheck.
Challenges we ran into
There are hundreds of testing laboratories which has different format of report content, and the format of uploaded report files is also inconsistent. How to automatically identify different report contents is a very big challenge in the development process; MetaCheck can automatically recognize from photo taken on site and determine compliance, which is also one of the challenges during development; How to store massive UN38.3 reports uploaded by e-commerce sellers; How to efficiently convert waybill and piece level data into One Record JS-LD data is also one of the challenges we are considering and trying to solve in development.
Accomplishments that we're proud of
System has been verified that leverage one record can effectively address the actual pain points of cross-border e-commerce business at Shenzhen Airport; Data sharing of dangerous goods at the piece level in e-commerce, and the feasibility of improving the efficiency of customs declaration and clearance at the origin and destination. This development practice is of great significance for the system solution of e-commerce dangerous goods business in Mainland,China.
What we learned
A deep understanding of the cross-border e-commerce goods inspection process and practiced using one record technology to solve pain points and shared in peice level. Further understanding the deployment details of 1R service nodes.
What's next for MetaCheck
Try to leverage AI to address the identification and decision-making of compliance inspection of dangerous goods in e-commerce. Try to leverage AI to address recognization detail of UN38.3 reports Try to obtain CA certification from testing laboratory ensuring that the source of UN38.3 testing reports is timeliness, accuracy, and compliance; Continue to combined with flight and ULD information, form complete flight manifest data, and share real-time information with relevant parties such as the destination customs broker and cargo station.
