Team 13 - Membership Passport Turning CIC’s flat membership into a multi-year progression system

THE PROBLEM

CIC’s membership base stays around 175–200 members. The issue is not acquisition — it’s retention. New sign-ups are offset by Year-1 churn.

As a result:

• Revenue is capped at approximately $80,000–$90,000 per year • Engagement peaks early and fades • Renewal feels like repurchasing the same bundle • Members lack a clear “next best action”

Most value is front-loaded. Year 2 does not feel meaningfully different from Year 1.

The challenge was not to add new programs. It was to redesign the membership lifecycle.

OUR SOLUTION

We created the Membership Passport — a structured progression system that turns renewal into a level-up.

Instead of delivering all benefits upfront, members earn “stamps” through simple engagement actions using existing CIC benefits. As stamps accumulate, members unlock higher levels where access, influence, and recognition increase over time.

Membership becomes a journey — not a transaction.

HOW IT WORKS

FOUR LEVELS

Level 1 — Arrival Visa (0–3 months) Focus: Activation

Members receive a curated “Start Here” pathway using existing assets: • 3 key resources • 1 event • 1 connection

Move up with 3 stamps.

Level 2 — Transit Pass (4–12 months) Focus: Habit Formation

Members receive: • Monthly “Next Step” prompts • Visible progress tracking

Move up with 6 stamps by Month 12, including at least 1 Influence stamp.

Level 3 — Residency Permit (Year 2+) Focus: Embeddedness

Members unlock: • Priority pathway into governance or committees • Recognition badge

Maintain with: • 1 stamp per quarter • 1 annual contribution

Level 4 — Diplomatic Passport (Invite-only, capped) Focus: Leadership

Members unlock: • Advisory roundtable access • Speaking priority • Leadership recognition

Seats are limited to ensure prestige and operational feasibility.

STAMP TYPES

All stamps use existing CIC benefits.

Influence (required in Year 1) • Participate in governance actions • Submit structured policy input

This system reorganizes and sequences value rather than adding new services.
