Medical Bill Checker

What it does

Medical Bill Checker turns a NAS folder of medical bills, receipts and insurance Explanation of Benefits (EOB) files into a cited discrepancy report: a bill that asks for more than the EOB says the patient owes, duplicate charges, and bills with no matching EOB. Every amount in the report cites its source file and page. If a value is not in a document, the report says "not found in document" instead of guessing.

The problem is common: in a KFF survey, 43% of U.S. adults said they had received a medical or dental bill they thought contained an error (https://www.kff.org/private-insurance/could-consumer-assistance-be-helpful-to-people-facing-medical-debt/).

Why on the NAS

Medical bills and insurance statements are sensitive health data. Cloud bill-review services ask families to upload them. This Skill runs on hardware the family owns: the NAS local model and UGOS capabilities do the work, and no document content leaves the NAS.

How it works

ug-filesystem find (inventory) → ug-photo vision-ocr (photographed paper bills) → ug-document extract (receipt, invoice and medical-report schemas) → ug-document reconcile (bill vs EOB) → ug-knowledge collect-evidence (unclear items) → report shown to the user → only after confirmation: ug-knowledge save-text and ug-filemgr tag-add-file ("bill-checked"). Read-only until the user approves; it writes new files only and never overwrites, deletes or moves anything. It gives no medical, legal or billing advice and contacts no one.

Status

SKILL.md with the full workflow, failure handling for all five delegation states, disclosures and a validation plan. Passes the official uliya-skill-kit 0.7.3 static check with 0 errors and 0 warnings. Pending NAS validation (if selected as a Finalist): extraction quality on scanned EOBs and reconcile matching across insurers, using synthetic bills and EOBs only.
