Using existing telephony technology, enable this feature on all landlines and cell phones. When a call is in progress, 'flash' to a secondary line and enter a start code (ie:*57). I have managed seceral PBXs and each one had this feature. When activated, the caller is unable to disconnect the call. Activation here could also be an automatic alert to the phone company to locate the endpoint of the call. This information could be kept in phone company records and when the receiver makes a complaint, the information is release to the FTC and other law enforcement authorities.

Some of the functionality is currently available in different implementations in certain markets. My proposal is to make the implementation universal and more immediate. The call route will not be destroyed or lost immediately upon disconnect. This may require all originating telcos to send the source information along during the call setup to the receiving telco. The code must be entered either during the call or within 1-2 seconds after the disconnect. When entered, the code triggers a long term save of the call path back to the source port at the originating telco. This solution will prevent forged caller ID that so many other solutions require. When so many tags are produced against a source port, that source port can be investigated further and blocked if necessary. This would be akin to spam blocking on email.
