Locked Line

The phone company can add a "feature" to all phones such as "#*" that when pressed will "lock" the incoming call and not let the caller disconnect. Then the receiving person of the robocall, or obscene call, can call the FTC and report the violation. The originator would be caught red handed because then cannot disconnect until the FTC releases their line. It can also tie up multiple users lines if many people are locking their lines all at once. The originator can then pay a fine, directly to the user, for each abuse. That will make them stop calling if they get hit in the pocketbook for every robocall made.
