Inspiration

I interned at a local government office and noticed that the way problems were handled was not systematic, and authorities often did not know which issues should be prioritised. Many complaints were reported, but the lack of clear prioritisation made it difficult to allocate resources effectively, leading to continued dissatisfaction among citizens. This experience inspired me to create this application.

What it does

This application is designed to help local governments monitor and analyse issues faced by citizens. These issues are problems that occur around the city and are submitted as reports by citizens. Citizens can report problems through a mobile app by taking a photo, adding a description, and uploading the report. The mobile app functions purely as a data collection tool, while the Lightning application uses Gemini AI to analyse the data.

Lightning assists local authorities in reviewing the submitted reports. It will classify all the problem according to priority and provide an appropriate solutions so that the authority know which problem to prioritize and what is the best way to solve it.

How we built it

Lightning – Developed using Google AI Studio with Gemini 3 and Google Maps integration.

Lightning Mobile App (for citizens to report problems) – Developed using Flutter.

Firebase is used as the database

One of the main challenges was ensuring mobile app and web application works together.

Accomplishments that we're proud of

Successfully developed an end-to-end system that allows citizens to report issues easily and enables local authorities to analyse and prioritise problems efficiently. We are particularly proud of integrating AI-driven analysis to support better data verification and decision-making.

What we learned

Through this project, we gained hands-on experience in mobile application development and Gemini AI integration. We also learned the importance of designing user-friendly systems that meet real-world government workflow requirements.

What's next for Lightning

In the future, we plan to enhance the AI analysis to provide more accurate issue classification and prioritisation. We also aim to add real-time notifications, a public dashboard, and advanced analytics to further support local governments in city management.
