💡 Inspiration

Over 66% of civil litigations in Indian courts stem from property and land boundary disputes, unmutated sale deeds, fraudulent double-registrations, and opaque land tenancy records. Traditional state land record portals are fragmented, difficult to navigate, and lack automated title lineage intelligence.

We built BhoomiShield to democratize property due diligence and create a tamper-evident, multi-stakeholder land governance platform connecting Citizens, Circle Revenue Officers (Tahsildars), and National Super Administrators under standard DILRMP (Digital India Land Records Modernization Programme) and 14-digit ULPIN (Bhu-Aadhaar) guidelines.

🚀 What It Does

BhoomiShield is an end-to-end digital land intelligence and governance ecosystem:

  1. Universal Cadastral Search Engine: Instant lookup across 14-digit ULPIN / Bhu-Aadhaar IDs, Khata No, Khesra/Plot No, Mauza, District, and Raiyat Owner names.
  2. Interactive 2D & 3D Cadastral GIS Maps: Polygon boundary plotting using Leaflet with satellite base layers, GPS coordinate markers, and boundary perimeter metrics.
  3. AI 4-Stage Title Lineage Tracker: Automatically audits title chain from Original Cadastral Survey (CS/RS) ➔ Registered Sale Deeds ➔ Jamabandi/Register-II Mutation ➔ Institutional Bank Lien & CERSAI encumbrance clearance.
  4. Eco-Sensitive Buffer & Encroachment Radar: Scans for geo-spatial proximity to Protected Forest land, Waterbodies/Riverbeds (Gair Majrua Aam), Railway/NHAI buffer zones, and restricted Tribal (CNT/SPT/PTCL) lands.
  5. AI Multilingual Legal Advisor: Interactive legal AI chatbot assisting citizens in English, Hindi, and regional languages with citations from Central Acts (Transfer of Property Act, Registration Act, RERA) and State Revenue Codes (UP Revenue Code 2006, MLRC 1966, PTCL 1978, CNT/SPT Acts).
  6. Encrypted Bhoomi Locker (Citizen Vault): Secure document vault calculating 64-character SHA-256 cryptographic digests to guarantee zero tampering of deeds and tax receipts.
  7. Tahsildar Digital Workspace: Enables Circle Revenue Officers to inspect jurisdiction parcels, submit formal Mutation & Batwara (Partition) proposals with Amin field survey notes, and affix digital revenue seals.
  8. National Admin Command Center: Review pending proposals with side-by-side Old vs New Raiyat/Khata/Khesra matrix, commit live registry updates, toggle emergency site maintenance mode, and monitor immutable security audit logs.
  9. High-Precision Official PDF Engine: 1-click client-side generation of Dakhil-Kharij Mutation Sanction Orders, Certified RoR extracts (Khatian), Document Verification Certificates, and User Identity Dossiers.

🛠️ How We Built It

  • Frontend & GIS UI: React 18, TypeScript, Tailwind CSS, Vite, Leaflet GIS mapping, Lucide Icons.
  • Backend API & AI Engine: Python, FastAPI, Uvicorn, custom rule-based anomaly detection algorithms, and hybrid LLM/client-side evidence synthesis.
  • PDF Generation: High-resolution client-side jsPDF & jspdf-autotable with State Revenue branding, dynamic QR verification stamps, and digital watermarks.
  • Edge Deployment: Cloudflare Pages Global Edge Network with zero-latency SPA routing.

🧗 Challenges We Ran Into

  • Multi-State Revenue Code Complexity: Standardizing diverse tenancy terminologies (Khatauni, Jamabandi, Saat Bara 7/12, RTC Pahani, Khatian) into a unified national schema.
  • Offline & Low-Bandwidth Resilience: Ensuring the application and PDF generation engine operate seamlessly on the client side even with fluctuating rural network connectivity.
  • Strict Role-Based Security: Isolating citizen due-diligence data from officer mutation approval queues and administrative master records.

  • Built a full-lifecycle civic platform where a citizen can research a parcel, upload deeds, request Tahsildar field verification, and receive an admin-sanctioned Mutation Order in PDF with embedded cryptographic proofs.
  • 100% responsive, high-performance web experience deployed on edge CDN.
  • Multi-lingual AI assistant capable of parsing complex state revenue laws in plain language.
