Label RoboCalls / Junk Calls

Allow people receiving a call to enter a code on the phone (like *123) during or after the call to indicate that this was an unwanted Robo Call or Junk Call. This will issue a strike against the outgoing number. If the outgoing number receives a certain amount of strikes within the last 24 hours it will automatically be blocked until a fine is paid by the owner of that phone number.
