The problem is that the abusers are using DNIS and ANI and or a collection of the both to target any person or business they choose. The solution is simple; Create a Call Star Code Nationally (like *99) then track the trunk back to the Origin of The Call and Block those permanently. This would result in an Auto-generated response to seize the line.
Companies whose numbers may have been spoofed can provide a proof of exchange letter to the FTC, and or possibly have the FTC keep a Database of all 800 TFN's with Carrier and Resporg info. Data.com could house this.
Advertise it heavily multi-channel to let consumers know.
