By decoupling AI technological requirements from public freshwater reserves, this Law ensures that national potable water resources remain protected while fostering the development of decentralized water infrastructure through private sector investment.

Purpose: The law mandates that any AI company operating large-scale data centers must implement brackish or seawater desalination technology. Water Commitment: Operators must allocate 60% of processed water to the public grid or strategic reserves for droughts, ensuring local potable water is not compromised.
