The IRS system is to prevent robots from calling people on the Do Not Call list. People who remain on the Do Not Call list or add themselves to the list will have the IRS program interfere with incoming calls to confirm it is a human calling. The IRS system has 3 different methods of confirming human callers:

1) Anyone who calls will type in a random number the IRS system tells them to enter. For example: The system will say "Please enter the number 17 followed by # to continue through" 2) Anyone who calls will type in a random number backwards that the IRS tells them to enter. For example: The system will say "Please enter the number 53 in backwards followed by #" and the caller will type in "35" followed by #. 3) Anyone who calls can answer a simple math problem. For example: The IRS will say "Please type in the answer to 1+2 followed by #" and the caller will enter "3"

The 3 different methods could either be dialed in with the keypad or the caller could repeat the answer into the phone's microphone. This is a system that will block robots from calling people on the Do Not Call list because of all the random generated numbers. However, it will be easy to implement the IRS program as the technology is already available to program. It could be started immediately. This program is user friendly because it will give the caller directions when they call as to which number(s) to enter into the keypad.
