Individual Registries

Instead of having a national registry, phones should allow entry of the phone numbers that will be accepted. If your phone doesn't have an entry for the phone number calling (ie: need caller ID), then the call gets blocked and an announcement states the reason for blocking to the caller. This will work not only to block robo-calls but also for other callers that you don't want to be bothered by.
