Scenario

Imagine being the purchasing manager in a hospital, and the senior doctor asks you to find more respirators. Despite spending several hours on the phone, wasting your time, and the time of everyone you talk to, you are unable to find any respirators. How can we solve this problem?

Concept

• An online web platform that can share the availability of critical resources during times of emergencies.

• The Critical Resources that are tracked on the web page can include: knowledge / skill experts, instruments, reagents and consumables.

• There will be one tab on the web page for each resource being tracked. So there can be several simultaneous resources being tracked.

• Key HCP can request new resources be added to the tracking.

• At the start of each emergency the web platform owner sends out a communication to all Key HCP, advising that a new tab is open for updates.

• The Key HCP at each site with a resource shortage or surplus update the status for their site.

• Once the emergency is over, the tab is archived.

• The historical Contact/Emergency database is stored offline for use as the contact starting point in future events.

EUvsVirus – Hätä Data: Action Plan

• Check with National Emergency Management Resource Team and Hospital Mgmt - do you have something like this already? Do you want us to build this now?

• Select pilot country.

• Co-opt interim Site management team to own the web page & make decisions.

• Interim Site management team define the MVP solution, and assemble admin support team to run the web page.

• Build secure web page with MVP functionality.

• Import contact database as a first start.

• Roll out the solution with the first Critical Resource – maybe respirators or masks.

• Send an email to all contacts in the database: please advise / maintain the status of the resource availability at your site.

Long Term

For each new medical emergency, a new web tab will be set up. Database of contacts should be maintained by ultimate owner of web page. This idea is clonable and flexible - can be used in any country, for any emergency

Web Platform

Ultimate ownership is at Government Ministerial level because it concerns national supplies of critical resources. Team members include ministry officials, EMRT representatives, public and private healthcare management, partners such as medical industry suppliers (eg Roche, Abbot, Siemens, etc). Associates will include experts from legal and logistics industries, privacy advisers, and web technical experts.

Design Use

During an emergency, all Key HCP can monitor the availability of scarce resources with just a few clicks instead of lots of phone calls. And those who need more resources can see where to go to ask. When the government receives new shipments, they can see at a glance the sites with the most critical needs. Key contacts are listed for each site to improve the sharing of advice, knowledge and tips & tricks.

What's next for Hätä Data: someone can take this idea and run with it, executing the steps of the Action Plan to produce a solution that will meet all patients needs.

This submission completes the scope I planned at the beginning of the weekend. It defines the scenario that is being addressed and details the solution that will solve it. During the weekend I proofed the Action Plan as feasible, and verified the actual web page build would be straightforward. The impact is the solution: right resources, right time, right place. To continue this project, just follow the defined Action Plan. The value of this idea is that it can be reused and reused for all future similar situations - easily adaptable and clonable.
