GovPilot AI — Project Story

Inspiration

The US government awards $808 billion in contracts every year. By law, a significant portion is reserved exclusively for small businesses. Yet 52% of eligible small businesses never bid — not because they lack the skills, but because writing a compliant federal proposal costs $20,000 to $100,000 and takes 3 weeks of specialized labor.

Large defense contractors like Booz Allen and Lockheed have entire proposal departments. A 45-person IT firm in Virginia does not.

We kept coming back to one question: what if the barrier wasn't capability — just paperwork? GovPilot is the answer to that question.

What It Does

GovPilot is an AI co-pilot that turns any federal RFP into a compliant, submission-ready proposal draft in under 5 minutes.

Upload any federal PDF or DOCX solicitation. GovPilot automatically:

  • Detects the 13 Uniform Contract Format sections (A through M) defined in FAR 15.204-1
  • Extracts every actionable requirement using NLP modal verb detection
  • Builds a compliance matrix mapping each requirement to the correct proposal section
  • Scores your company's fit on 6 dimensions with a clear bid/no-bid recommendation
  • Generates 4 proposal sections grounded in verified company facts
  • Evaluates its own output against federal scoring criteria before you see it
  • Exports a formatted Word document ready for desktop publishing

What used to cost $20,000 and 3 weeks now costs $99 and 5 minutes.

How We Built It

GovPilot is a compound AI system built on a FastAPI backend with a Next.js TypeScript frontend. Every component has a specific technical justification.

Contextual Bandit Deploy an epsilon-greedy bandit that selects prompt variants based on RFP context (agency, NAICS, set-aside type) and updates Q-values from user edit similarity scores. The system learns which prompts work best for which contract types automatically.

PTAC Distribution Partner with Procurement Technical Assistance Centers — 300+ federally funded offices that help small businesses enter government contracting. Become their recommended tool. This is the distribution channel that reaches our exact customer at zero acquisition cost.

Pricing and Launch $99/month flat pricing. No per-proposal fees. No enterprise contracts. First 10 pilot users free. Target: 100 paying customers, $120K ARR, seed round at proper valuation.

The compounding argument: Every proposal written generates reward signals. Every reward signal improves future generation quality. Competitors stay static. GovPilot compounds. The gap widens automatically over time.
