Inspiration

In September 2018, the Canadian Government tested a warning system, which interrupted most radio broadcasts and displayed a warning message on most cell phones. This technology was already in use since 1996 in the US, warning people about hurricanes and other weather conditions. i personally think that would raise more awareness to stay home because some people still think that this is virus is a "joke" and go out anyways. iOS and Android devices are already equipped with the ability to receive "government messages".

What it does

If something happens, a warning message will be displayed on your mobile phone, which is also shown if there is no more data or no access to mobile data (weak signal for internet), since Katwarn (the official Katastrophenschutz App) is relying on internet access. In addition, most TV and radio stations must interrupt the broadcast (maybe in this case when something happens or as a daily message) and display or play the message.

By more research, I found out about EU-Alert (https://en.wikipedia.org/wiki/EU-Alert), which is in use in the Netherlands, Greece, Lithuania, Romania and soon in Italy. The technology is called CMAS Commercial Mobile Alert System, based on Wireless Emergency Alerts (WEA). https://de.wikipedia.org/wiki/EU-Alert

No idea how radio and TV stations could be implementing this.

How is that in use? How can we make that system less intrusive by the frequency of the messages displayed? But the user should still be informed that they should stay at home.
