Inspiration

Governance, sustainability and ESG expectations are increasing, but organisations at different stages of growth do not have the same resources, knowledge or starting point.

Malaysia’s leading PLCs demonstrate valuable practices, yet this knowledge is often buried in complex reports and remains difficult for other PLCs, aspiring PLCs, SMEs and microenterprises to translate into practical action.

We created GovernIQ to close that gap.

GovernIQ is designed to help organisations understand their current position, benchmark themselves against relevant leaders, identify priority gaps and follow proportionate improvement pathways.

The vision is to combine three intelligence sources:

Malaysia’s Top 100 PLC benchmark
Each organisation’s own maturity diagnostic
Future validated global ESG APIs and UN Sustainable Development Goal alignment

Our goal is not simply to score organisations. It is to help them learn, improve and build lasting governance, sustainability and ESG capability.

What it does

GovernIQ is a benchmarking, diagnostic and continuous-improvement platform that helps organisations build lasting governance, sustainability and ESG capability.

It enables PLCs, aspiring PLCs, SMEs and microenterprises to:

Select a pathway suited to their organisational stage
Understand and diagnose their current maturity
Benchmark against Malaysia’s Top 100 PLCs
Learn from 500+ global companies across the US, Europe and Asia-Pacific
Identify capability gaps and improvement priorities
Follow proportionate actions, practical guides and best-practice examples
Track progress, reassess and sustain improvement

The GovernIQ Improvement Loop is:

Discover → Understand and Diagnose → Benchmark → Implement → Embed and Innovate → Reassess

The current prototype demonstrates GovernIQ’s Malaysian PLC benchmarking and evidence layer. It converts research-based scores into ranked signals, company profiles, construct-level comparisons and prioritised interventions.

This is the foundation for the broader platform, where organisational diagnostics will be combined with Malaysian benchmarks and validated global ESG data to generate relevant, stage-specific improvement pathways.

How we built it

We designed GovernIQ around a three-layer governance intelligence model:

Malaysia Governance Benchmark: Proven practices and comparative evidence from Malaysia’s Top 100 PLCs.
Diagnostic and Improvement Engine: Seven governance constructs and 35 indicators used to identify gaps, priorities and proportionate actions.
Best-Practice and UN SDG Layer: Evidence-led guidance connecting improvement priorities with relevant governance, sustainability and UN Sustainable Development Goal considerations.

For the hackathon prototype, we implemented the Malaysian benchmarking foundation using Dr Caroline Ang’s research dataset covering 100 PLCs, seven governance constructs and 35 indicators.

We structured the research data as a lightweight JSON evidence layer supporting:

Ranked company profiles
Market-level governance signals
Construct-level comparisons
Evidence and source citations
Priority interventions
Best-practice guidance
UN SDG mapping

Using Kiro, we developed the initial application and translated the research model into a working governance intelligence experience. We transferred the codebase through GitHub and imported it into Manus to refine and re-engineer the public-facing experience for deployment.

The platform uses React, Next.js, TypeScript, shadcn/ui, Tailwind CSS, Lucide and Framer Motion. Its centrally governed architecture protects the benchmark methodology, data model, SDG mapping, survey logic and evidence boundaries as the platform expands.

The result is a live, explainable prototype that helps organisations move through the GovernIQ Improvement Loop:

Discover → Understand and Diagnose → Benchmark → Implement → Embed and Innovate → Reassess

Challenges we ran into

Our biggest challenge was translating a substantial research model into a clear and usable product within the hackathon timeframe.

We had to transform data from 100 Malaysian PLCs, seven governance constructs and 35 indicators into an experience that users could understand without specialist knowledge.

Other challenges included:

Preserving research integrity while simplifying complex governance, sustainability and ESG concepts
Making scores explainable through evidence, constructs and clearly stated assessment boundaries
Supporting a broader vision for PLCs, aspiring PLCs, SMEs and microenterprises without overbuilding the prototype
Separating implemented functionality from future platform layers
Transferring and refining the application across Kiro, GitHub and Manus
Maintaining a consistent design system while the product architecture evolved
Evaluating external ESG APIs that ultimately could not be included because of access and integration limitations
Completing development, deployment and submission within a highly compressed timeframe

These constraints led us to focus on a strong and demonstrable foundation: the Malaysian PLC benchmark, evidence-led company profiles, priority signals, best-practice guidance and UN SDG mapping.

We are especially proud that GovernIQ does not reduce governance quality to an unexplained composite score. Users can see the constructs, indicators, evidence and improvement priorities behind the assessment.

What we learned

We learned that governance intelligence must do more than measure performance. It must help organisations understand what the results mean and what they should do next.

Evidence transparency was therefore essential. Every score should be connected to an understandable construct, a defined indicator and a clearly stated evidence boundary.

We also learned that different organisations require proportionate pathways. The governance needs of a listed company are not the same as those of an aspiring PLC, SME or microenterprise. GovernIQ must preserve one intelligence engine while adapting the diagnostic, benchmark and guidance experience to each organisational stage.

The failed ESG API integration reinforced another important lesson: external data should not be included merely because it is available. Its quality, methodology, licensing, coverage and relevance must be validated before it becomes part of a trusted benchmark.

Finally, we learned the importance of disciplined scope. A focused and explainable foundation is more valuable than a large collection of features that cannot be credibly demonstrated.

What's next for GovernIQ

The current prototype establishes GovernIQ’s Malaysian PLC benchmarking and evidence foundation. The next phase will extend the same intelligence engine into complete improvement pathways for PLCs, aspiring PLCs, SMEs and microenterprises.

Planned development includes:

Tailored governance, sustainability and ESG maturity assessments
Secure organisational profiles and evidence capture
Personalised gap analysis and priority scoring
Stage-specific guides, templates and implementation checklists
Progress dashboards, reassessment and year-over-year tracking
Expansion of best-practice and UN SDG mappings
Integration with relevant Malaysian and international reporting frameworks
Evaluation of reliable ESG data providers and APIs
Sector and peer-group comparisons
GovernIQ Academy, linking capability gaps to targeted learning
An annual GovernIQ Index and State of Governance, Sustainability and ESG report

External ESG APIs will only be integrated after their data quality, methodology, licensing and relevance have been validated.

Our long-term goal is to make GovernIQ a trusted improvement infrastructure that helps organisations benchmark, diagnose, act and continuously strengthen their governance, sustainability and ESG capability.
