Inspiration

In Nigeria, accessing government services—like tax clearance, driver’s license renewal, passport application, or land searches—is frustrating and inefficient. Long queues, unclear requirements, and repeated visits are common. Opportunistic intermediaries (touts/agbero) or even government staffs exploit this system by adding personal fees to official charges, delaying or blocking services for those who refuse to pay. We were inspired to create a solution that reduces these burdens, promotes transparency, and empowers citizens.

What it does

GovBot is an AI-powered tool accessible via USSD or WhatsApp that:

  • Provides step-by-step procedural guides for government services.
  • Displays official fee schedules, free of hidden charges.
  • Connects users to a vetted network of facilitators for optional hands-on assistance. NB: This ensures citizens can complete government processes efficiently, without falling victim to predatory middlemen.

How we built it

  • Conducted research on bottlenecks in high-demand services (Driver’s License, Passport, PVC, TIN, Business Registration).
  • Designed a conversational interface via USSD/WhatsApp for accessibility.
  • Built a backend database with crowd-updated procedural guides, an escrow payment system, and facilitator management module.
  • Onboarded a small network of trusted facilitators (retired civil servants, trained corps members).
  • Implemented a feedback loop to continuously update and correct procedures

Challenges we ran into

  • Exploitation by intermediaries: Overcoming the normalized habit of touts charging extra fees.
  • Government cooperation: Ensuring GovBot is seen as citizen empowerment, not an exposé.
  • Vetting facilitators: Ensuring trustworthiness through KYC, training, and reputation scoring.
  • Monetizing safely: Balancing free access to guidance while generating revenue through optional facilitator services.

Accomplishments that we're proud of

  • Developed a working USSD and WhatsApp prototype for two pilot states
  • Created a crowd-updated procedural database for five high-demand services
  • Established verified facilitator onboarding with secure escrow-based payments
  • Demonstrated that citizens can complete processes efficiently without paying extra personal fees
