Online working of a government or providing its services online to its citizens at their door step is
known as E-Governance. E-Governance is E-Commerce technology means online availability of
government services. The technology and the methods used in E-Governance project provide a
roadmap for efficient delivery of services at the door step. In this era of ICT, it is significant for
any government to provide its community with ready to available facilities and to provide them
access to basic life facilities. Across the globe, E-governance and its penetration in the society has
been used for the development of country.
Proposed Idea
The current project is focused on the Abbottabad district where E-governance is much needed.
The local government of Abbottabad has already taken several initiatives that serve as a stepping-
stone towards building a public serving community. This project will include three modules,
against these user groups, District administrations, elected representatives and general public as
discussed with the district administrator.
In district administration group a GIS based website as well as Android based application will be
developed that will focus on several governance issues like Hygiene, Health, Food, Education,
Transportation, Tourism etc. It will facilitate the district administration to post activities and in
the respective sections/ departments and get a feedback from the department representative. They
can also post massages, updates, notifications and orders to the public representatives and request
the feedback. Similarly administration can also post the data for general public.
In local elected representative module, they will new postings, notifications and updates, respond
to the assigned notifications. They can respond as well as initiate any posting or notifications.
For a general public module they can get public announcements, get notifications from different
authorities and comment against these. Public can also initiate any posting regarding any matter of
interest and post it to local administration and elected representatives. If any person will have any
issue regarding the mentioned areas then he/she can submit his/her complain either via mobile app
or via website.
All of these modules will have website as well as android application part. System users with
defined roles but no access to the system will get notifications with SMS.
The website will have a Union Council wise GIS plotting in which each of the UC will be mentioned in a different colours and area with the problem will be highlighted. The website will be hosted so that It would be globally available and any concerned person like Nazim and naib nazim can easily access it and can respond to the problem. The application will be administrated by the Assistant Commissioner, Abbottabad office where action will be taken and a response will be send that can be publically observed. The project objectives can be highlighted as follows: * Web Based Application: This application will have administrator as well as client side. Here administrator can view all of the complaints according to the categories like Hygiene, Health, Food, Education, Transportation, Tourism etc. This will also have general information regarding all of the mentioned governance areas. Definition of roles against 3 user groups. * Android Application Development: Registration via web, mobile app will enable customised behaviour for each user. This application will be able to login complainant via their NIC. He/she will be able to upload pictures, register their complaint and can receive the personal as well as public response. * Union Council based GIS Plotting, Rendering Union council maps to enable lat/long plotting in a tool. * Role definition and access control based on the role. * Union council based reports against different activities.
