What it does
You send a still pic, it gets tags using clarifai, then sends you back a gif based on the clarifai tags
How I built it
Set up heroku, and twilio. Linked in clarifai and giphy

Server issues, not having used heroku, flask, any of the apis before, lack of sleep.
