Inspiration
Many people hesitate to report civic issues due to fear of retaliation, lack of trust in authorities, or the absence of feedback systems. We were inspired to create GhostGov to give citizens a safe, anonymous voice while ensuring their reports are not ignored but transformed into actionable insights through AI.
What it does
GhostGov is an AI-powered civic reporting platform that allows users to submit complaints anonymously or with identity.
The system:
Classifies complaints into categories (e.g., corruption, infrastructure, security) Assigns urgency levels Generates AI summaries for quick review Detects duplicate reports Assigns a credibility score based on evidence and patterns Routes complaints to the appropriate authority
Admins can manage all reports through a structured dashboard with filters, analytics, and status tracking.
How we built it
We designed GhostGov as a full-stack web application with:
A responsive frontend interface for citizens and admins A backend system handling authentication, complaint storage, and role-based access A database for users, complaints, AI outputs, and status tracking An AI logic layer that performs classification, summarization, urgency scoring, and duplicate detection
The system was structured into two main portals:
Public Portal (submission and tracking) Admin Portal (management and analytics)
Challenges we ran into
Designing a secure anonymous submission system without linking user identity Simulating meaningful AI behavior within limited time constraints Structuring complaint data for both real-time processing and analytics Handling edge cases like duplicate detection and incomplete submissions Balancing simplicity of UI with the complexity of backend logic
Accomplishments that we're proud of
Building a fully functional end-to-end complaint system Implementing AI-driven features beyond basic input/output Creating a credibility scoring system to improve trust in reports Designing a clean admin dashboard with filtering and analytics Ensuring the platform is usable, scalable, and socially impactful
What we learned
How to design systems that combine AI logic with real-world workflows The importance of user trust and anonymity in civic platforms Structuring scalable backend systems with clear role separation Turning a simple idea into a production-style application architecture Prioritizing features that deliver real value over unnecessary complexity
What's next for GhostGov
Integrating real AI models for more accurate classification and analysis Adding a public tracking system using complaint reference IDs Implementing notifications (email/SMS) for status updates Expanding to support multiple government agencies and regions Introducing a live map-based civic intelligence system for authorities Enhancing security with features like two-factor authentication
