Robocallers depend on millions of failed calls for every successful one. If everyone is charged even a nominal fee for every call, the robocallers couldn't make money.
Charge $.001 for every phone call made. That's 1/10th of one cent. The average user wouldn't notice it. It would bankrupt the robocaller. I don't even want the money. Let it go to fund the technology.
To make it possible for schools and other legitimate organizations to make robocalls, allow me to maintain a 'white list' of numbers that can call me without charge. So I can enter my bank, doctor, or friends on my white list and they don't get charged at all.
Use the same technology that we use for 900 numbers today.
