Covid19 crysis means that people have to communicate and handle government communication without personal contact. It’s very expensive to run and maintain systems that give citizens digital access to the all levels of Government. Most of the money spend on software projects is being wasted on reinventing the wheel.

The solution you bring to the table (including technical details, architecture, tools used)

Proposes a European Open-source Software movement for all levels of government that would provide this services cheaper and better by reusing, owning and sharing code.

What you have done during the weekend

We have formulated a laymans description of the system and proposed way of implementing in. We have created a website http://governsource.org that contains this information.

The solution’s impact to the crisis

As mentioned implementing our solution requires a longer period of time, but It would enable all the citizens and government to simplify and improve communication. Additionaly implementing it would save money that could be used for more pressing things.

The necessities in order to continue the project

This is a project that requires collaboration across EU states. It requires EU policy to be implemented that would incentivize open-sourcing all software purchased by government under OpenSource license. However we believe that after initial push the project returns would be immense.

The value of your solution(s) after the crisis

If all steps of proposed policy is implemented it would have long lasting effect that would save billions of euros in software development and provide citizens with a better solutions. Additional benefits are: New policy requirements could be implemented across whole EU fast by updating central Open source repository. Regulations and best practices can be implemented in the code thus making sure that data formats, export and transfer would be uniform across all users. Cooperation between entities would be greatly simplified by using the same systems.
