This computer aided platform is an one stop point informal assistance (also offices near people with lack of any kind of resources - like time for urgent situations) that will offer any kind of certified information needed in a short time and confident manner with details as needed on request and quick reaction as needed from the national states personnel and also EU involved ones.

-- it is the citizens social platform with suggestions, qualified answers and of course claims/reclaims and so on ... that help us all to not waste resources.

Goals to embrace and reach in short time.
( specific for urgent situations like a pandemic one but applied also usually)
( an urgency for someone is not like to others )
Information at a “push of a button” but with respect for specific situation of someone or groups (like age, health, urgency, etc.) - First things that you observe to someone in any kind of interaction.
-- an interactive access (with self service also) that offer gradually categorized and oriented information with as many details that are requested and with informative protection based on personal situation and also human assisted (locally or from distance) like in a library.
-- this EUNia informal assistance platform is evolving at any interaction from anyone by storing the requests and certified answers with registration numbers (like national archives). If the answer can not be reached immediately than an already formed team with qualified personnel is reaching immediately your request and offers you the qualified and certified answer also gradually for a quicker response and so on at request.
-- this EUNia technologically assisted citizens social platform has the only roles to:
a) - provide immediately already answered information stored in a database
b) - connect the requester with the personnel (qualified teams) also in a
proactive manner when there is a technical flag of to many steps reaching an info or other flags that should alert proactively. This connection will be based on the complexity of the request and so on until there is no one to answer and needs an urgent reaction like changing laws ... adapt them. (Situation that is unlikely to reach in a State but should be considered after all the personnel can not find any certified answer).
-- the personnel role is to be proactive and prepare the database by making the connection and classification of the information in such a manner that are always ahead to any request.
-- the personnel is also a direct beneficiary of the EUNia platform--
Proactively react with questionnaires for this urgent situation when people have to be conscious of their personal, group or so on risk of being infected by this new virus. The risk factor should be known and be calculated by anyone in an anonymous manner but knowing also the rules and laws that are applied to this situation. This way the States are freed legally by any guilty of not informing (defend the people) about any change that affect or can affect large scale of peoples. (like changing a law or making an urgent rule law for this urgent situation) .
The people are this way responsible for their situation and others situation and conscious chose how to react and respect the laws. Otherwise the State is guilty of not helping in any way can and the sin is there in the State. There is a sin to not help if you can help but not exaggerate anyway.
Any information collected should be made publicly in such a manner to respect (protect informally) the people like using that first specific personal situation of someone or group. So there is another connection and classification in the database and we go back to the first steps of this project.

using the information from questionnaires people are informed about the situation but also how to react because the questions imply other questions from people and the needs to know are than oriented to get also things to prevent, protect and cure (care the life) other information that proactively is stored in the database with interactive maps (like computerized driving maps that more and more know about).
-- A good informed person is ongoing to not waste resources and make not recyclable garbage
-- Think about twice or more till throws something or recycle it also like information. :) so if you extrapolate globally there will be fewer and fewer pollution.
-- The products and services will be better and better because of the informal transparency also for scientifically researches and discoveries but care about respecting the rules and laws that applies.
-- There should be no worry that someone can harm others by doing services or/and products alone or in groups because anyone other that provide related products or/and services can trigger a flag for such dangerous situations based on their knowledge and until someone with bad intentions reach a possible target all others react proactive or suffer the consequences.
-- The risks are fewer and fewer as the people are respected also informally and based on their appreciated (by others) work - expectancies.

The technology approach and implementation
As to explain the needs now for the project :
... the user interface is also in the phase of idea <- a spinning Earth globe with Europe Brussels - one stop point informal access to the information .. than go round and round the globe ..countries .. ... It is going to be a grate app for citizens and not so hard to do technically.
TEG:heart: 13:16 Hello, I've been reading through the devpost presentation. 13:17 I have a "Socratic" question. Are you working for all citizens or only for those with specific features specially affected by covid?
ISpirescu EUNia-TLead/TCoordinator-c24 13:52 @TEG the project will start for those affected by covid but the platform is for all citizens ...and urgently for this crisis (COVID-19) -- after the database will be fulfilled with other information. I need also that the questionnaire to be done by an expert in social medical field (edited)

Read through the devpost presentation and have some questions, hope they'll point you to some refinements (you don't have to answer it actually here): Who does fact checking within the platform? Are there (paid) fact-checkers, a community-based approach like at Wikipedia, ..? How do you want to achieve ranking of answers regarding their quality? Like a recommender system, based on an expert score, ... ? Regarding data quality - is the DB centralized, or de-decentralized? If second, how to check validity of informations when a situation changes rapidly? Is your DB capable of processing large amounts of geo-data? As you want to calculate individual risks, there's probably a need for running geo-analytics per request (which means large computational resources needs to be in place) Are the questionnaires fully structured? Or do the have open fields, where users can fill in an unstructured text? If second, do you think of specific NLP methods to parse these answers? Besides that - how is your project progress? Do you have any specific needs?

ISpirescu EUNia-TLead/TCoordinator-c24 16:57 ... based on expert score ..also ranking from the citizens ... the idea is to have only official answers like when you address to an authority and get a registered answer .when there can not be a quick sure certified answer the system connects more experts and they reply with a common answer .. the answer will be gradually replyed to the requester as a first quick answer than more ample and so on ..so the requester have in the same time as the team more time frames for acting ... the team will proactively fulfill the database with gradual answers if there are not already in the DB till the answer will reach some official EU documents that have all the details about o topic and of course on each topic the request has directions to.

ISpirescu EUNia-TLead/TCoordinator-c24 17:23 @Thomas Treml_Data_datensensorium. ..to be sincere with you the distributed multidimensional DB is a mine idea and it is not already functional implemented -- but in time till the needs are not so big as DB information we will use already implemented db like mongoDB - cloud .. and yes the DB will not be overflowed because the statistics are done separately not on direct immediately requests - answer like with web sockets -- So they are processed separately and like another request needs some time to get an answer ... the statistics team will prepare that ...to be proactively done (edited)
ISpirescu EUNia-TLead/TCoordinator-c24 17:33 The questionnaires are done with simple questions understandable by anyone regardless knowledge ...this can be achieved by social workers for those who do not want/know to use a computer and online via Internet for everyone .. and to give you an example of question with two answer options yes or no.

ISpirescu EUNia-TLead/TCoordinator-c24 17:40 ... about how is the project ....pragmatically finished -- nothing yet :) joking .. soooooo alone ......and other voluntarily made matters done for this hackathon ..
How I built it
It is based on an already made application named Dacicop as you see in the project that has the same role to protect people informational and give back only the information proper to them and at request ..otherwise they lose time and resources find them and on their behalf (not protected).
Challenges I ran into
-- There should be an implication from people because we are all responsible all responsible to take care of ourselves, personally, family, socially, our future... the technology is just to help us achieve that goal nor ......
Accomplishments that I'm proud of
-- we managed to bring to light a new vision of how we can act together to have a future with a more prompt response to common emergencies using technology and not letting ourselves be subjected to it
What I learned
-- I am able now to understand :) the very hard work to gather a team also with technology ... more and more spread to their own goals and urgent things go to urgent personal accomplishments .... to be in front of others ...... that is the not efficient resources waste approach of a hackathon like this ... awesome ideas also similar that go ...unfinished and maybe trow away ... but very useful...
What's next for @~EUNia~@ -- European Union National informal assistance
-- make the platform working available ...for all citizens and be prepared also for urgent matters like this pandemic. -- better inform also with this platform about how we are weakened with non-ionizing irradiation and later we get a cold easier and other illnesses because of the fact we can not heal faster that the damages made with irradiation .
