Adding templates for substrate and Ink as basis for the project. A very crude idea is forming - not very original but is somewhere to start - to have a sort of "nursery". It would be somewhere to quickly spin-up different types of chains and run comparisons to see which is better for different "tasks" e.g. spin up two nodes one representing a chain "with all the features" and one that can only process simple transactions and run some speed tests. Would need to determine metrics and how feasible this would be.
