Inspiration

Singapore's domestic recycling rate remained at 11% in 2025, despite 78% of households reporting that they recycle. At the same time, recycling infrastructure is not necessarily distributed evenly relative to population and geography.

This creates a planning challenge: how can sustainability and infrastructure planners identify communities that may be underserved and determine where additional recycling infrastructure could improve accessibility?

What it does

EcoLogic is a data-driven decision-support platform for recycling infrastructure planning.

It combines recycling-point locations, population data and geographic information to:

  • identify areas with potential recycling infrastructure gaps;
  • rank areas using a transparent Opportunity Score based on population pressure, infrastructure scarcity and spatial accessibility;
  • allow planners to drill down from planning areas to subzones;
  • recommend candidate locations for additional collection points;
  • simulate interventions and compare accessibility before and after proposed changes; and
  • contextualise local infrastructure planning with Singapore's national recycling trajectory towards 2030.

Rather than simply answering "where are the recycling bins?", EcoLogic helps planners move from identifying a gap to evaluating a potential intervention.

How it would be built

The proposed system uses Singapore open data from NEA, SingStat and data.gov.sg.

Data would be ingested into Databricks, cleaned and joined using Delta tables, and analysed using geospatial and population-normalised metrics.

A transparent Opportunity Score would prioritise areas for further investigation. A placement algorithm would then identify candidate locations where additional collection points could improve spatial accessibility.

Historical national recycling data would also be used to develop and backtest a forecasting model for the 2030 recycling trajectory, with experiments tracked using MLflow.

The final output would be an interactive planner-facing dashboard or Databricks App.

What makes it different

EcoLogic is designed as a decision-support system rather than a generic recycling dashboard.

Its workflow is:

IDENTIFY → EXPLAIN → SIMULATE

It identifies potential infrastructure gaps, explains why an area was prioritised, and lets planners evaluate candidate interventions through a transparent before-and-after accessibility comparison.

Round 1

This submission is currently a proposed concept for the DAISI Challenge Singapore 2026 Round 1. A working implementation would be developed during the two-week build sprint if shortlisted.
