I would make a cross-platform cell phone app. When you receive a telemarketing call or robocall, you can use the app to report the call by clicking one button. Then, the app would block that number on your phone. Multiple valid reports would add that number to a database. Any number on this database would be blocked for everyone on the do not call registry.
If you get called on a landline, you could also type in a number with the app. Because it's linked to your phone, you don't have to enter your information. The point is to make a complete database by making it convenient to report spam calls. That way, the numbers get efficiently reported and blocked.
In addition, you could make applications for facebook, google+, and other membership sites to make reporting convenient for individuals without smart phones. You would have to design these applications carefully to prevent spamming the database with numbers. Note: this has not been implemented
