E-Referéndum (English version)

INTRODUCTION

The referendum is a mechanism for direct democracy and permanent citizen participation, where public opinion is consulted to approve or reject the creation, modification or repeal of a law or an administrative or executive act, through real-time voting on the situation presented. Citizen participation as -the plebiscite- the referendum should be the engine that drives permanent participatory democracy and that put citizens in true roles of leading role in public decisions that affect their lives, freedoms and rights.

We are witnessing an era where the crisis of representativeness is increasingly notorious and eloquent, where the distance between "representatives and representatives", affected increasingly deeper and irreconcilable

The E-Referendums will be permanent consultations to society, on various issues of their concern and general well-being.

It would be desirable that E-Referendum can be replicated in as many countries as possible, and admitted without procedures or prohibitions of nature cases. (On the same platform) Our initial objective is to launch them and promote citizen participation through social networks, and that the results of the E-Referendums are of public and permanent access, in addition to being released by the media that want it.

Note: Switzerland sends to plebiscite all its government decisions (under mailboxes scattered to voter convenience) It is not a system that we can implement from civil society, especially an attempt to extend it to as many countries as possible. The E-Referendum platform will initially contemplate a referendum at national levels. (It is foreseen in in the near future, include a segmentation by regions or provinces, and / or cities) E-Referendum may be presented on:

 HEALTH  ECONOMY - TAXES  WORK - SOCIAL PROTECTION  EDUCATION  LEGISLATION  POLICY  FOOD  ANIMAL RIGHTS  CULTURE  SPORTS  ENVIRONMENTAL  INTERNATIONAL  Others: more specific social problems

The E-Referendums will be raised to the platform by an interdisciplinary team from each country of daily, weekly or as long as each topic requires it.

There will be two modalities of E-Referendum, as the case requires to be issued at certain times or they are more universal and timeless Referendums:

a) With a determined closing date. b) With an indefinite effective date.

NOTE: there will be a section where citizens themselves can suggest / upload their own projects and put to the vote of the general public: those who obtain the most positive votes will be raised to main platform (where the authorship or anonymity of the presenter can be indicated at will)

PARTICIPANTS All citizens may vote electronically as they wish:

 Identified voters (VID): we will establish a system in which the participant voluntarily

• over the age of XX- have credentials with their Doc No. or declared and verified passport, whose Due confidentiality will be duly guaranteed by E-Referendum.

 UNidentified voters (NIV): we will establish a mechanism that prevents multiple votes, but those participants who wish to vote anonymously will be able to do so

 Voters younger than a certain age to be defined (Vm): according to any issues that may involve them or be of interest to you, voters under the age of xx may agree to participate in some Referendum (* They will be unidentified and the results will be shown differently.)

RESULTS

They will be displayed under each E-Referendum in the form of a circular percentage chart or columns, and a histogram showing evolution over time. After reaching a minimum number of votes -to be established-, will display the number of voters (Differentiated between the VID, VNI and Vm)

FORUM

Under each E-Referendum, a participation forum will be established (Whose mechanisms for moderation will be activated in those who are detected by foul language or denounced by other forum members for insults, grievances or improper content.)

They may be filtered by: featured, recent, with the highest number of positive votes or negatives and / or prominent forum members

• A mechanism for differentiated foristas may be established according to a ranking of votes positive, and show as "Featured Forista", "New Forista", Etc.

FINANCING

E-Referendum will have a Civil Organization format and will not accept advertisements of any nature. Its financing will be exclusively through anonymous donations from citizens.

Introducción (Versión español)

El referéndum es un mecanismo de Democracia directa y de real participación ciudadana, donde se consulta la opinión de sus integrantes para aprobar o rechazar la creación, modificación o derogación de una ley o un acto administrativo o ejecutivo, a través de votaciones en tiempo real a la situación presentada.

La participación ciudadana como -el plebiscito- el referéndum deben ser el motor que impulse de manera permanente la democracia participativa y que ponga a los ciudadanos en verdaderos roles de protagonismo en las decisiones de carácter público que afectan su vida, sus libertades y sus derechos.

Asistimos una época donde las crisis de representatividad son cada vez más notorias y elocuentes, donde la distancia entre "representados y representantes", resultan cada vez más profundas e irreconciliables.

En muchos casos se debe a la dinámica de los acontecimientos y en otros, es que las “clases representativas” especulan con las debilidades temporales de la memoria colectiva o abusan de su posición dominante. Se sienten en verdadero poder de actuar por propia cuenta y beneficio de su colectivo, a espaldas de los intereses generales. Traicionan o ignoran el poder subrogado, que deberían representar con ética y autentica vocación de servicio hacia quienes los convalidaron con su sufragio. En muchos casos solo ejercen el mismo como la mera ocupación de lugares de privilegios, que los aísla cada vez más de la problemática de las sociedades a las que se deben.

Las nuevas tecnologías hoy nos pueden permitir cambiar la vieja política… Los E-referéndum serán consultas permanentes a la sociedad, sobre diversos temas de su incumbencia y bienestar general.

Seria deseable que E-referéndum pueda replicarse en tantos países como sea posible, y admitidos sin intervenciones o prohibiciones estatales de ninguna indole.(En una misma plataforma)

Nuestro objetivo inicial es lanzarlos y propiciar la participación ciudadana a través de las redes sociales, y que los resultados de los E-Referéndum sean de acceso publico y permanente, ademas de relevados por los medios de comunicación que lo deseen. Podrán considerarse otros mecanismos para masificar la utilizacion ciudadana y solidificar su posicionamiento.

Posteriormente, buscaremos en la medida de lo posible, que los resultados se tomen como vinculantes, logren peso real y concreto sobre las decisiones gubernamentales o legislativas u cualquier otro tema de interés social .

Las decisiones importantes requieren una modernización de las actuales Democracias, debiendo impedir arbitrariedades y que la "res publica" se encuentre mas en manos de la Sociedad, no de “representantes” advenedizos…

Nota: Suiza envía a plebiscito todas sus decisiones de gobierno (bajo buzones diseminados para comodidad de los votantes) No es un sistema que podamos implementar desde la sociedad civil, máxime un intento de extenderlo al mayor número de países como resulte posible. Pero las nuevas tecnologías, están ya muy extendidas y observamos una sociedad con extrema crisis de representatividad y frustración participativa.

                                                                FORMATO

TEMAS:

La plataforma E-referéndum inicialmente contemplara referéndum a niveles nacionales. (Se prevé en un futuro cercano, incluir una segmentación por regiones o provincias, y/o ciudades) Se podrán presentar E-Referéndum sobre:

 SALUD  ECONOMÍA - IMPUESTOS  TRABAJO – PREVISIÓN SOCIAL  EDUCACIÓN  LEGISLACIÓN  POLÍTICA  ALIMENTACIÓN  DERECHOS ANIMALES  CULTURA  DEPORTES  AMBIENTALES  Otros: problemáticas sociales más especificas  INTERNACIONALES

Los E-Referéndum serán elevados a la plataforma por un equipo interdisciplinario de cada país de manera diaria, semanal o en el tiempo que cada tema lo requiera.

Habrá 2 modalidades de E-Referéndum, según el caso requiera expedirse en tiempos determinados o se traten de Referéndum más universales y de vigencia atemporal:

a) Con fecha de cierre determinado. b) Con fecha de vigencia indefinida.

(+) Además, existirá un apartado donde los propios ciudadanos podrán sugerir/subir sus propios proyectos y sometidos a votación del público en Gral. : aquellos que más votos positivos logren, serán elevados a la plataforma principal (pudiendo indicarse -a voluntad- la autoría o el anonimato del presentante)

PARTICIPANTES:

Podrá participar toda la ciudadanía que lo desee:

 Votantes identificados (VID): estableceremos un sistema en el que voluntariamente el/la participante –mayores de XX edad- tenga credenciales con su No. de Doc. o pasaporte declarado y verificado, cuya debida confidencialidad será debidamente garantizada por E-Referéndum.

 Votantes NO identificados (VNI): estableceremos un mecanismo que impida votaciones múltiples, pero aquellos participantes que deseen votar de forma anónima podrán hacerlo

 Votantes menores de xx edad (Vm): según fueses temas que puedan involucrarlos o ser de su interés, votantes menores de xx edad podrán acceder a participar de algunos Referendum (*Serán no identificados y los resultados se mostraran de manera diferenciada.)

RESULTADOS:

Serán exhibidos debajo de cada E-Referéndum en forma de gráfico porcentual de tortas o columnas, y un histograma mostrando evolución en tiempo. Luego de alcanzar un mínimo de votos -a establecer-, se exhibirá el número de votantes (Diferenciados entre los VID, VNI y Vm)

FORO

Debajo de cada E-Referéndum, se establecerá un foro de participación (Cuyos mecanismos de moderación se activarán en aquellos que sean detectados por lenguaje soez o denunciados por otros foristas por insultos, agravios o contenidos impropios.) Los mismos podrán filtrarse por: destacados, recientes, con mayor número de votos positivos o negativos y/o foristas destacados *Podrá establecerse un mecanismo de foristas diferenciados de acuerdo a un escalafón de votos positivos, y mostrarse como “Forista destacado”, ·"Forista nuevo", Etc.

FINANCIAMIENTO:

E-Referéndum tendrá formato de Organización civil y no aceptará publicidades de ninguna naturaleza. Su financiamiento será exclusivamente a través de donaciones anónimas de los ciudadanos. *(Debidamente bancarizadas y registradas fiscalmente según legislación de cada país)
