The short answer:

Have a number setup nation wide for landline and cellphones to call after receiving a robocall , such as 211, 411, 511, 611, and 911. I would suggest something similarly easy, maybe 333 (666 probably would prevent the superstitious from calling), or as an acronym of (End RoboCalls) E.R.C. (372 landlines or #372 cellular phones).

The Details: After a consumer receives a robocall they would hangup at the end of the call and dial the government specified phone number, from the phone that received the call. This would activate a computer trace of the last inbound call to that phone number.
