Just like the do not call list database, people have to opt in to be included. After an unsolicited call, a person can punch in a code [ *362 for example for Do Not Call ]. This reports to the phone company that the last incoming call was a robocall and flags it. When an acceptable number of flags are reported to a phone number it gets "marked as robocaller" and any calls that number makes get checked against the do not call list. If it matches, call will not go through, if no matches; calls will be able to go through.

Places that do legal calls but people may not like will have to register with the phone company to prove they are legitimate and if "marked" will not have any restrictions on the phone number.

With the power of the public just reporting by pushing a couple of buttons, I believe it is a simple solution and if a high enough number is selected before a number gets "marked", even if consumers make mistakes by false reporting, the number being reported should still be fine especially if its set by X flags over a 365 day time period.

Companies would not be able to combat this easily because numbers will be blocked very quickly after a matter of days even if a small percentage of people report due to the massive amount of calls robocallers make and having the phone company issue a new number wont be able to be cost effective or fast enough.
