End users identify the source of calls that violate the 'do not call' registry by hanging up their phone and then dialing *DNC after they received such a call.

Dialing*DNC after receiving a call causes the phone company to send an electronic record of the originating caller (the real one, not the one off of caller ID) and the number they called to the FTC. The FTC's computers can verify that the number called was on the do not call list. If it is, the FTC knows there is a violation and who the originating caller is (no need to trace the call and get a subpeona).

When illegal robocalls are made, the FTC will get a lot of electronic information instantly so they can shut the source down quickly (and levy a big fine for each violation).

If the originating caller is on their list of exempt organizations, the FTC can send an email to the email address associated with the phone number on the do not call list stating who the originating caller was and that they are exempt.

The really good thing about this solution is that it is simple and can be completely automated, which is way better than having people on the phone taking calls about violations.
