I completely dropped the ball on the promised follow-up here, so just to close the loop: We've published Develop with AWS for Jira to the Atlassian Marketplace in August 2023 already (the slight name change stems from updated app naming requirements). Besides CodePipeline and CodeBuild, the app meanwhile also supports CloudFormation, CodeCommit, and CodeDeploy.
