Bitpay and the Functionality We Need

The Bitpay wallet was conceived to enable vendors to receive bitcoin and convert it into fiat currency: "BitPay accepts bitcoin on a retailer's behalf, and pays them the equivalent in fiat currency, typically U.S dollars. The company is currently the largest bitcoin payment processor in the world, serving more than 60,000 merchants on six continents."

And about a year ago they launched an app and a VISA card. From the Apple iTunes site: "Manage your bitcoin finances in one app with the secure, open source BitPay Wallet. Get up and running fast with bitcoin security, store and send funds anywhere, buy and sell bitcoin, and turn bitcoin into dollars with the BitPay Visa Card."

In other words, Bitpay by itself doesn't provide the functionality we need to track where recipients spend the bitcoin donated to help them. What we need is a wallet that is in our possession (so we can track the transactions) but at the same time can be controlled by the recipient -- just as health insurance companies pay health providers directly even though the transactions are controlled by patients.
