By implementing a new Vertical Service Code (*69, *67), people who have recently received a call from a Spammer can hang up, and use the new Code (such as *SPAM, or something equally as catchy), to notify the telco that the previous call received was Spam. After the practice takes off, the telco can then choose to take legal action against phone numbers which have aggregated a substantial amount of *SPAM codes, and ultimately disable their line. As these spammers call thousand of people a day, it would not take more than a few hours to accumulate at least 50 *SPAM flags, which would start the process of disabling the offending line.
