Establish a group call block code for all carriers and service providers. Let all users know the new code and instruct them to use it on any inappropriate robocalls and have that submission forwarded to a central repository. Once you get a certain number of users blocking the same number, you can be reasonably sure it is an illegal robocall. This can be validated through a test and analysis of how many repeat blocks are required to assure a desired level of accuracy. Once a number is determined to be a robocall, have the carriers / service providers no longer accept or place any calls from that number and have the owner of the number fined an amount to help cover the costs of the program. This approach provides a quick and easy way to validate robocall, creates a penalty of losing service and paying fines to violators and is fairly unintrusive for most consumers to participate. It leverages the existing approach to blocking individual calls and should be easy to implement in that carriers already do this on an individual level. The only incremental need is for carriers to create a universal block code, forward call block requests to a central repository and receive alerts from the repository and set blocks based on the alerts.
