Crowd and FTC score matching

Provide Online and Offline Crowd and Government scoring of every phone call that is placed. Allow for option (Please press 6) as a workaround for calls that don't pass scoring requirements and emergency calls. Telecoms to provide nightly reports of blocked numbers. All of these changes happen on the Government and telecom side minimizing impact to end users. Government and teleco's to work with websites (whocalled, mrnumber, etc) to come up with a removal system of numbers that are incorrectly identified.
